Unknown plate in Sabah

Anyone suggest the meaning of this plate FD 01 2195?     Two or three seen in Sabah on lorries, during 2010.

    Forest Department, it is a licensed truck can carry logs or saw timber

        (And the SS-prefixed main numberplate codes the Nissan lorry to (Sabah) Sandakan.).
        SS never seen off-Borneo as far as I have ever seen reports.
        Sabah was previously East Malaysia, and before that, with its own international oval, SNB-the State of North Borneo -and prior even, CNB-the Colony of North Borneo.
        Now we don’t even see MAL, the current legal code.
