Hello Vic, the RI X 5154 probably comes from Rhode Island. Sometimes this type of plates turns up in collections nowadays.
Nice seeing KM plates in Dutch Carrebean islands. I saw two black/white photos showing Dutch Army plates with black/yellow plates in a stall, in the KL series in former Dutch New Guinea at Veterans Day on June 30th in The Hague. I have made two photos but in rather bad shape. Wil send a pic.

How do you think it has something to do with Andorra ?
Other collectors thought it is perhaps a remake of an Italian trade plate. For me that seems to be possible.
